My floss system -- works for me.  :)
Two versions of Sammy the Stick.  The shorter one is about 7."
When I take the papers off the skein, I open it up and slip it on my right wrist.  Holding Sammy in my left hand, I start winding the floss around the stick with the floss going around the flat ends without the slots being covered.

This keeps my floss from getting tangled up in a mess.

I should have used a different color floss so it would show up better in the picture, but this is the color I needed wound. 
Slide scissor blades into the slot and cut the floss.  Notice that there are slots on both sides so you can make two cuts and have your floss half the length of I use.
Bobbin with larger hole drilled in center.  I realized that I also cut off the bottom section where the slits are to place the floss ends since the bobbin won't fit into my tackle box with this left on -- besides I don't need it to hold the ends of the floss.

Tackle Box, Side 1 open.  The rows are perfect width for the bobbins.  I cut the bottom 1/4" off the bobbin so they would fit into the box and the lid would close.  The 3 sections on the right I have metallic spools, metal rings, needles in little holders that were made to hold lead for mechanical pencils (labeled with size) and miscellaneous stuff.  The paper on the inside cover is the numbers of floss in that side.  When I run low, I make a pencil check mark in the box next to the floss # and then erase it when I wind floss on the bobbin.
Tackle Box - Side 2 open.  The section on the right is not as deep as the other 4 rows and bobbins wouldn't fit there, so I have tools in there--ruler, magnifier, a metallic skein.
